Water. It can be argued that water is a good gauge for effective government: access to potable water, irrigation and reservoir systems, watershed management, waste and sewage treatment. All of these, and more, become increasingly critical infrastructure issues with population growth and concentration.
On this afternoon in Cange, it was just another heavy early Summer shower. But the Zanmi Lasante complex is designed to collect rainwater runoff from its numerous flat roofs and process it back through a system of cisterns and filtration units. The Haitian government however still lacks a comprehensive infrastructure or policy for water management. But things are changing. Drop by drop.
